SOURCE: ice/frost build up inside the freezer
You have a defrost problem. The coils freeze up behind the freezer wall and the air does not flow properly. Replace the heater, defrost timer, and thermostat. get me the model number and i will give you the part numbers so you can order the parts.
SOURCE: Refrig not cooling Freezer has frost build up on coils
Frost on the coils won't allow air to pass to the fresh food section, thus resulting in insufficient cooling. To eliminate this problem, you will have to get a new adaptive defrost timer ( small board ), and a defrost heater assembly.

Sounds like the dispensor flap is not closing completely , pulling outside air in . Using a flashlight on the outside of the flap , look inside to see if any light is visible . If so , then the ice flap plunger and solenoid will have to be replaced . Also , excessive crushed ice can also cause frosting .
