Computer switch can start the board up but cannot shut it down and no beep sounds are present. This is an G31-M7-TE motherboard.

You have to press and hold the power switch for 6 - 10 seconds to turn it off

Have a look in the bios settings.
Sometimes you can change what the power button can do.

Including how long you must hold it in for.

Motherboard does not switch on?

Disconnect floppy, cd rom, and other peripherals from computer. Just leave the hard drive , memory and monitor plugged in. Attempt to boot. If the unit does so then one of the peripherals that you disconnected is responsible. If the machine still just shuts down, replace power supply with known good one. If that does not do it then, unfortunately, you have a motherboard issue.

One long beep means that something is wrong with the memory. Try using another one.
