Hi there,
You may think this is strange, but I am 99% certain that your main problem is a failed heating element in your dishwasher. Pretty bold statement when I don't even know the Make or model of your dishwasher.
After you pull the lower basket out, as you look beneath the wash arm, you will see screws holding down the top of the filter shroud. Take a picture of it with your snazzy cell phone camera as you remove those screws and as you lift things out - for reference when you go to put it all back. While you are down there, feel the entire heating element "circle" Note any breaks and "bubbles." Remove all the debris but watch out for (sharp) broken glass! If you do not see obvious damage to the heating element, reassemble the filter and test. When you see the poor results, a heating element is the root cause. A replacement element cn be ordered and changing it ~may~ require you to pull the DW out (or not) depending on the make and model.
If you are not up to changing the element youself, the service guy can do this.

brute force on the glass shelf.... it was just stuck in place by the cold sticky liquid that had seeped under the edges and bonded the glass and plastic together
