Check the fuel solenoid stop control on the injection pump in case the wire's off/loose. This can be tested by a length of wire and 2 croc clips direct from the pos terminal on the batt. If it fires up, the supply via the harness is lost somewhere. It needs a supply to keep the pump running.
Bleed the fuel system, if it fires up, its drawing air into the system. Check seals/o rings on fuel filters and any loose unions.

This could be the starter or the ignition switch, Take the starter out and have it tested. IF the starter tests ok, replace the ignition switch.
Charge the battery, then remove one of the terminal connections. With everything off in the vehicle, touch the wire to the disconnected terminal. If you get a spark, something is draining the battery in the vehicle. Possible light somewhere that can't be seen is staying on.
SOURCE: Where is the pedal lock relay or solenoid located on a mustang 940 skid steer
well the relay (or park bypass) for that function is right next to the main fuse panel , I do believe on that model is under the cover by the operators right knee , the parking bypass solenoid is the first valve on the valve block , Follow the hose off the pump to the valve block , it looks different than the others as it's only a single coil type , all the others on that block have two coils , this is the bypass valve , but I will say unless you specifically know there's something wrong with that valve , that's not going to be your problem if it wont come out of park mode , its always a safety switch holding it out !! finding it , now there's a challenge , id just hate to see you waste 90 bucks on a valve an it still wont come off park mode
