The error code "OE" is a "Drain error " and it is initiated by your washer not having fully drained in 10 minutes.
Most common cause is a clogged filter. Check your "coin trap" filter for retained objects, like missing socks etc.:-)
To clean it
1. Take off the lower front panel
2. Turn the pump filter cover counter-clockwise by hand and remove. Place a bucket or pan underneath it since you will get water spilling out of there.There will be plenty of water. So please make sure that you have lots of buckets and towels etc. to catch the water
3. With a set of long pliers, remove the filter. Clean that of any debris etc. and replace it when cleaned.
4. Replace the filter cover and lower panel.
Or;
Check the drain line for obstructions by moving it up and down quickly like a water ram.

I'm Harvey the Master Plumber.
Your question is: Re-circulation pump was replaced under warranty after 7 months. Now there appears to be draining problems. hose not kinked and filter seems clear - I guess the pump is either broken or something has jammed it. Does anyone know how to get at it??? Warranty has expired and a new pump + fitting is gonna be expensive. Any tips?
If the motor runs but it won't empty then the pump needs replacement. If the unit washes but the motor won't come on to empty then you have a control problem. Either way I don't recomend this repair to the average homeowner. The unit must be removed to access the pump. You might consider utilizing our Repair Directory to find a repair man.

"F21" (AKA SD) is a Long (SLOW) Drain error (LD). If the drain time exceeds 8 minutes this error code will be displayed. In addition, a "SUDS" error may also be displayed. This may be an indication of a drain pump problem and/or clog in the drain line. You will need to check the following:
1.First, attempt to unplug the washer for at LEAST 30 minutes to reset the Central Control Unit (CCU). Sometimes this is all that is required to correct momentary glitches with the unit. If the error code returns, proceed to step 2.
2.Check the drain hose to make sure it is not kinked or clogged.
3.Check the electrical connections to the pump and ensure the pump is running.
4.Remove the drain pump filter and check for foreign objects and/or debris.

This assumes that you have a basic Kenmore / Whirlpool top load, direct drive, neutral drain (it doesn't spin until the pump removes most of the water) machine.
First, see the Sears parts site for your washer:

Newer model Whirlpool / Kenmore washers use a Lid Switch as a safety device. Unless the switch senses that the lid on the washer is closed, the washer will neither agitate nor spin.
Older models only used the switch during the spin cycle.
Try to bypass the Lid Switch by removing the Console and jumping the two outermost pins on the switch.

To bypass the switch, you only have to disconnect the power to the washer, tilt the console back, unplug the switch and using an short piece of insulated wire, jump the two outermost contacts on the connector coming from the console and plug the washer back in.
Following is a description of how to gain access to the console and how to remove the cabinet if necessary.

With the jumper in place, try to re-start the washer.
If it works, the Lid Switch is a relatively inexpensive part and only requires you to access the console and remove the cabinet.
