Panasonic Toughbook CF-30 Touchscreen Calibration

I have a Panasonic Toughbook CF-30 which will not calibrate.
When using the touchscreen you cannot touch the edges as it is always at least 1cm-2cm away. This means I cannot use the startbar or close windows.
I have found the Fujitsu Touchscreen Calibration tool and tried to use it, however it keeps asking for me to touch the red crosses. After running touching all the crosses at least five times I went to the test page and it hadn't changed. I ran through it another couble of times before hitting [enter] and it popped up with a message:
"Cablibration Error:
Please restart calibration"
I have already applied the fix for the GPS mouse jumping.
Can anyone help?

The touchscreen only works on the bottom of the screen (when its open normally the keyboard side)

Go there :

Choose your model, OS, language.
Download the calibration utility pertaining to your model (Touchscreen or Digitizer).

I cannot find the touch screen calibration app...

Did you try looking in All Programs? Try looking in Settings or Properties. Maybe it doesn't have one, maybe it calibrates it itself
