I upgraded to Mojave and the caps lock light stopped working as well, although the key functioned. I fixed the problem by turning the keyboard off and then back on.

First, test if caps lock is actually working. Type a few letters. If they are ALL CAPS THEN YOU KNOW THE CAPS LOCK KEY IS WORKING. If the letters you typed are all lower case then press the caps lock key once, and type some more letters. If these letters are NOW ALL CAPS then you know that caps lock key is working. If so, this means your indicator light has failed and needs replacing.
If the letters you typed never showed up as ALL CAPS then you know the caps lock function has failed, and you should take it to a repair technician to be fixed. Please be aware that Apple may charge a very high fee for this.
