I am sure this solution will help you, Just follow the steps.
1- Go into the settings and find the option of call barring usually its in call settings option. 2- Then you find the option of deactivate barring on all outgoing & incoming calls select yes and if it ask you any code or password then its 0000 by default or your sim pin code if you haven't changed. 3- After deactivating barring of incoming and outgoing calls, your phone can make and receive calls.

Unless you recently changed any major settings on the phone about connections, I would call the carrier andsee why your calls are being blocked. It definitely sounds like something on their end.

Check call baring setting. some one must have blocked outgoing calls.
