What is the best scanner to receive local police reports

The all depends on what the police are using in your area. If the police are on a simplex frequency or a local repeater, just about any scanner will do. If you are in an area with P25 digital trunking, you are going to need a more expensive scanner such as the Uniden BC396XT or the brand new Uniden BCD436HP.

I cant listen to the police

First, make sure that you have the correct frequency for your local police. You can find a comprehensive database of active frequencies in your area by visiting:
www.Reference.com

Program the frequency or frequencies using the instructions in the scanner's operating manual. and you should be all set. If you need the manual, you can download and print it, at no cost, here:

NOTE: If the frequency database shows that your local police are using a trunked system, you will not be able to monitor them using the BC60XLT-1. Trunked systems require a trunking scanner. Many law enforcement agencies are also using digital systems for their communications. If that's the case in your area you'll need a scanner capable of monitoring APCO-25 digital transmissions.

Can someone help me

UNiden manuals are downloadable at their website located http://www.uniden.com/index/manuals_results.cfm?cat=3 To find the local frequencies, the easiest way to find them is a google.com search. Type in your county name and "radio frequencies". Then follow the directions to enter them into your radio. To UNDERSTAND what all the "10-codes"that all the police and fire companies use, google. "radio 10 codes" and you'll get alot of helpful info to download. Have a blast, but don't chase any ambulances.. k

I cant tune my Uniden BC60XLT-1 Handheld Scanner

you need to know the frequency you want to listen in on like local fire police and sheriff and ambulance channels you can go to bear-cat web site and they have a company there that will give you the scanner frequencies in your area code so you can store then to listen to them, you can also get the Freq. for the 1.2 million UN peace keepers in the U.S. as well. However you need to im put the frequencies manually and you need the manual so go to the web site for the uniden it's http://www.uniden.com and read how to store the freq. codes in the scanner. it will tell you how many you can store I think it's up to 10.

They got a load of frequencies there.
Here are some distress frequencies that are world-wide:

Civil Aviation: 121.5 MHz
Military Aviation: 243 MHz
Short Range Maritime: 156.8 MHz
Medium Range Maritime: 2182 KHz

Bear in mind that you can only tune into some of these if your scanner is able to pick up the frequencies.
