Are the red and green lights blinking at the same rate or not? If the green light is blinking every 3 seconds and the red light is blinking every 1/2 second, the lamp door is not properly secured. If both lights are blinking at 1 second intervals, try replacing the lamp. If a new lamp doesn't solve the problem, the TV needs service.
Listen closely. The tv should make a high pitch whine as it turns on. If it does wait and see if it tries this a few times. If yes then check the bulb, I have seen cases where the lamp shoves the power connector back into the set. If the tv starts with a grown or heavy vibration noise, then your color wheel may have broken and needs replaced.
It is possible the lamps may be defective or that they may be the wrong replacement for this model, as it may have a different wattage setup with the ballast. They exact way the lights blink are telling you what the failure is. If the tv is firing the lamp and the lamp is bad, you will hear a buzz sound for about 1 second. The tv tries 8 times before it gives up and spits out the lamp error. Check the user manual for led diagnostics. If you put in a new lamp but still have issues, you've likely got a bad ballast (most common on this model) or colorwheel (less common). Both are part of the optical block (light engine) and I don't believe they're available as individual components from toshiba.

the ballast should make momentary arcing sound and orange flash in its spark gap tube when it 1st trys to light the lamp. look for it in the darkness it will be easier to spot, as you listen for it. make sure you are buying toshiba factory replacement lamp.
