Did you recently any new device to the inverter if you have added calculate the total power usage by the devices and the total power provided by the inverter maybe it's not matching, or there can be leaking in the powerline .
Check the charging led is blinking when the power comes back
Check the battery voltage also if more than one battery may be one battery is faulty or the charging circuit is damaged

It's quite possible that you are charging your batteries with a "smart charger." The problem with some smart chargers is that when a battery is drained below a certain voltage, the charger assumes the battery is a lost cause and stops trying to charge it. You may have to get a cheap "dumb" charger to bring the batteries up to a reasonable voltage before turning things back over to the smart charger.

It sounds like the fuse that protects you cigarette lighter is blown.
After you have replaced the fuse, check the voltage again. 0.015vdc would not have powered anything that in manufactured to operate on 12vdc.
When powering anything over about 250W, I would suggest connecting directly to the battery to avoid overloading the lighter circuit.
