If you have previously backed up your iPad, you can
connect your iPad to your computer,
open iTunes
select your iPad
in the Summary screen, press the "Restore Backup" button
After several minutes, your backup will be complete and your previous data restored.

Probably not enough room on your iPad to update to iOS 8.1.3. (The whole download has to be onboard before it replaces the old version.) It's telling you to plug the iPad into your iTunes device that you used to setup and sync your iPad. Do it and update to the next version there.
That's because it's simply not powerful enough to handle ios8. I know apple gave the update but unless they give a new bug fixing update to fix the crashing, your stuck with ios8 and a crashing iPad.
I have my iPad 2 with ios7 and I'm not planning to update it.
Double-click the Home button and you will see small windows of all the Apps that are currently open. Swipe upwards on one of these windows and it should close. You can continue this process on any other Apps that you wish to close.

Connect the IPAD to the changer to charge overnight. It will needs many hours of charge to replenish a totally flat battery before it will turn on. If it still would not turn on, you will need to do a "hard reset".
Close unused tabs Tap Settings in your Home screen then tap Safari / Clear History, Cookies, and Cache.
Then restart your iPad. Press and hold the Sleep/Wake button until the red slider appears. Slide your finger across the slider to turn off iPad. To turn iPad back on, press and hold the Sleep/Wake until the Apple logo appears.
