Assuming the faucet has an aerator, unscrew it and check for debris in it. It's not uncommon for the aerator to become clogged when shutting off the water supply and turning it on again. In the future, when the water has been turned off at the main or the street, remove aerators before turning on the water at the fixtures again and running the water. Dishwashers, icemakers, toilets, and other appliances may also experience problems. It takes major contamination to clog a fixture valve.

The water line tap may be screwed back into the water line or you did not sufficiently poke a hole into the water line with the tap. We had the same problem. Shut off the water supply, remove the tap from the line and check the size of the hole. my bet is the hole is very small. Either drill out the hole with a drill and replace the tap (with a new rubber grommet) or add a tee into the line with the proper size compression fitting (that is what we did) and the water will flow freely..

I've been working on the Aprilaire 110 unit today, after encountering the same problem. Here's how I fixed it: First, with the humidistat turned to 0%, I turned off the water supply saddle valve all the way (all the way to the right)--and then turned it back on all the way (all the way left). Still no water flow. Second, I slightly loosened the inline valve nut on the discharge side of the solenoid on the side of the 110 unit. Water began flowing, so I tightened it back up; and now the water flows freely. Conclusion: You may have some mineral deposit buildup in your lines, as I apparently did.

MOST LIKELY YOU HAVE A CLOG AT THE SEAT ON THE INSIDE OF THE FAUCET, TYPICALLY SAND, PEBBLES, OR PIPE SEALANT. TURN THE WATER OFF, UN-SCREW THE HANDLE, REMOVE THE SET SCREW LOCATED INSIDE THE HANDLE BODY, PULL THE HANDLE BODY UP, LOOSEN THE NUT, REMOVE THE SEATS AND STEM AND UN-CLOG THEM.
You have already checked the two obvious things now make sure the two supply lines from the shut off valves are not kinked or turned it such away as to close off the water flow. If that is ok then there may be some debris in the internal filter screens.
Keep in mind that this faucet design will not put water out at a high pressure if it did it would splash all over the place.
