Kenmore Washer (Series 700 Top Loading) 110.29132 - two issues, not sure they are related. It has power, starts with the few preliminary spins to check the load and balance ..however, one of two things happen. 1) either starts this clicking noise and powers off OR 2) acts\sounds like it is filling but never does (does not power down). Tired unplugging to reset, no changes. No error codes.

Yeah you need to replace the water valve. To get to it you need to remove the cabinet on the newer direct drive models, If yours has a rear access panel then you simply pop the top to get to the valve after removing the hoses. Fairly simple job. Here is a good website for direct drive coupling replacement . It shows you how to open the cabinet. http://repair2000.com/coupling.html
GVI 151 is the generic part that fix all belt drive models. Direct drive will need its own little water valve buy hay it ain't but 20 bucks.
For a better explanation post you model number in the comment box and I will research it further for you amigo.

Firstly, check to see that your water temperature is selected properly. Next, check to confirm water supply to the washer is adequate, both HOT and COLD. If confirmed, try replacing the fill valve.

Check out this you tube. Had the same problem today. Tipped washer on its side and replaced coupler between motor and gearbox. Parts are about $15
This is a good diagnosis video.
