Likely the electric motor brushes need replaced, but could be other issues with motor, bearings, switches, etc.

Hi, remove the recoil top cover with the recoil attached. ( DO NOT TAKE OUT THE SPOOL OR YOU COULD HAVE THE SPRING GET YOU IN THE FACE)
Remove old cord.
With your new cord lace it through the recoil spool centre hole with a knott on the end.
now depending if the recoil winds in clockwise when spool is facing you wind the cord around it a few times by turning the spool clockwise,
Then put the cord in the notch at the side of the spool & wind the spool & cord anticlockwise about twice the number of turns of cord (this should tension the spring).
Take your end of the cord & lace it through the hole outside of the casing & fit you pull handle.
But hold the spool firmly untill the cord has a good knott on the end of it.
(Sometimes I see the guys here putting a loop in the cord to stop it sliping in while they tie a knott on the end of the handle.)

You may want to check the gas cap to see if it clogged with dirt. If the gas cap is clear, you more than likely have a carburetor problem. If you need tips on carb. cleaning, feel free to ask.

You have water in in the carborator, I'll bet. I had this same problem. Here's what I did.
I emptied the gas tank, put in a new spark plug, changed the oil and then unscrewed thd big nut on the bottom of the float container (attached to the carborator near the rubber gas injector button) and emptied and cleand the float container. Then i put it all back together, pulled the cord and the same thing happened, but this time i could keep it going by having my daughter constantly pushing the rubber gas injector button. After it had run for a minute with this constant pushing of the button, all the water was gone from everytwhere and it worked.

you'll need to pull the starter. It sound like your Bendick's is bad. that's the upper gear drive assay. the only other res ion would be, low power to the starter, and not receiving an acquit amount of amp to reach the rpm's it needs. good luck
