Sounds like you need a PUK code? Thus is available from your network carrier. Resetting the phone isn't going to fix your issue!
It is locked by the phones IMEI No (every handset has its own IMEI, even an apple watch for example.

Open up XS++
Then connect the phone while holding "C", afterwards use the GDFS opiton to read the code 
Make sure you have USB FLASH DRIVERS INSTALLED
HOLD "C"!!!!!
AND FIND USB FLASH DRIVERS HERE !
1. Powered off the phone
2. Taken the battery OUT.
3. waited 30 seconds to a minute,
4. started XS++
5. Clicked on Connect on XS++
4. HOLDING C button
5. Connected the USB Cable,
6. waited for some time, got message no phone detected.

Try using the default 0000. If its still not working, the best thing for you to do is to look for someone who has an expertise with unlocking phones.
