If this is a diesel you will need to loosen the injector lines on top of the injectors and wind the engine over until fuel comes out of them then tighten them up and it should run.

Then one of your statements must not be true. the fuel pump usually is ran by a relay off the oil pressure switch, so if engine stalls fuel pump turns off. There is relay as well. Follow wiring from pump to relay,
if it only starts when primed, then fuel pump must not be getting power at all, suggesting relay, or fuse.
the fuel pump should be audible when key is turned on, shortly then it turns off.
Year make and model please. Plus what line/s did you pull? If pulling the fuel pressure or return lines and it ran. You may have bought a bad fuel regulator.
Did you bleed injectors? Pump primer pump up till you pressure, wait pumping crack a injector nut till you solid fuel. Than close. Go to next one, do the same thing.
If the fuel filter is full when replaced it shouldn't be necessary. But if you have access to compressed air, put air to the fuel tank and that will do it. Hope that helps ya.
you need to open the fuel line at the injector on the cylinder to get the air out of the line while still priming the pump ,its building back pressure and fuel cant get past the pump,another way would be is to remove the air cleaner and carefully get a spray container of diesel fuel and spray directly into the air intake and see if it will fire,if so it may pull the air lock thru when the engine starts and till it gets fuel from the pump directly and runs on its own
their is no fuse for the fuel pump,its a mechanical pump inside the injector pump ,you have a fuel line broke or the rubber primer bulb thingy has split ,if you bleed it out and it still wont start then check out the stop switch on the injector pump but you will find it has a antitheft shroud around it so you can only check for a feed to this but you cant get access without removing the injector pump .
