Set-up (Programming) procedure is too much to type in here, and is not practical and it will differ brand-to-brand remote controls. If you wish to get more; check the sites linked here. It has set-up code list & set-up procedure to many popular brand remote controls. One among it has general set-up codes to check with TVs and other devices are given, in the order of the 'device's brand name list' in alphabetical order. Pull up older posts. Search the sites by type in the brand name to your device in its search box at the right column of the display window. It will help you to find the document easily.

Not sure if it's the same, but for the Onkyo RC-799M controller the reset sequence is:

To reset the remote controller to its factory defaults,
while holding down RECEIVER, press and hold down
HOME until the remote indicator lights (about 3
seconds). Within 30 seconds, press RECEIVER
again.

I just had this same issue. I tried to change the batteries for the factory remote that came with the Onkyo HT-S3500 (remote: RC-799M). Still no luck. It would not power on with the remote, despite the light flashing and the and all other remote function working. If I powered on the receiver manually, everything worked (except power on/off).
I just pushed a button on the remote labeled "REMOTE MODE RECEIVER" and viola, the remote now powers the device on and off and works just like usual. Not sure what the heck happened, but I would suggest pushing that button on your remote.

There are a number of different remotes that Directv use, and instructions may differ from your particular model. If you look at the upper left hand corner on the face of the remote there will be a model # RC-64, RC-23, RC-24, RC-32RF, etc. Click on the link HERE and on the webpage, scroll down and you will find the instructions to program your specific model DirecTV remote for your Emerson TV. The only model of remote that i heard that it has pre-program Olevia code in it.. is the RC-64 or RC-64RB usually these remotes are coming with the new HD boxes..
