You presumably refer to the interior air circulation fan? This usually doesn't operate continuously but runs for a time after the door has been open and with some fridges can be switched off.

If the fan motor has failed it should be possible to replace it but first it is best to know the motor has failed rather than the supply (timer, wiring, etc.)...

SOURCE: Our Westinghouse refrigerator RP241T leaks out the bottom

The water that is produced during a refrigerator's defrost cycle drains into a catch basin behind the interior wall of the unit. The water then drains into a tube which carries the water underneath the refrigerator to a drain pan, where it is evaporated by heat from the coils and the compressor. You should be able to see this tube at the back of the refrigerator.

If any part of this drain system gets blocked, the water is diverted before it reaches the drain pan. It sounds like you have such a blockage. In some refrigerators, you can pull this tube loose at the point where it connects with the catch basin. Blow into the tube and see if it is open. If it is, the blockage is likely in the catch basin inside.

SOURCE: Fridge compartment of westinghouse bj433v-r is not

The freezer control on most units is just a door that you open or close to let more or less air into refirig from freezer. The higher the setting, the less air to the frig side.
If frost build-up on freezer side, then you have a defrost problem. Too much frost build-up on evaporator is blocking air flow to refrig.

If there is no cooling at all , before we go further we must confirm the first step of confirming the compressor and gas pressure. So shut off the fridge and leave it off while you clean and check the evaporator for frost. If frost is seen it is a good indication as the compressor is working with sufficient gas within.
Now after about 6 hours plug in the fridge to start. Observe cooling to happen in about one hour and ice to from under three hours.
Earlier make sure that the thermostat was set to normal mode for freezer and fridge. If there is no ice formation we have a big issue as the compressor and gas must be checked out. If compressor is running check the pressure, get help to test gas pressure. If not you will need to fill up ,If gas pressure is good the possibility of the compressor being inefficient is high. In such a case you must take consensus to estimate and decide, if RPM of motor is low check capacitor.
However if Ice forms then observe the fridge for about 24 hours for cooling to continue and the fridge to cut off . If not the auto defrost timer, or the thermostat must be checked.
If defrost timer works but frost keeps forming check while the compressor shuts if the heaters are working, check continuity of the heaters.
So try this test from the outside and make your observations so that we come to the solution.

Why won't the new fan on my fridge freezer work

The new fan motor may have failed!. Check the power supply to the fan motor. If the fan motor was not designed for the very cold air (-20 F) it simply stuck.

Is the fridge part a separate system? More likely a fan stopped blowing cold air through from the freezer section. If Separate, Thermostat knob prises off end and you will see where wires and sensing phial are located.

Freezer works but fridge stopped working

The fridge gets its cold air from the freezer through a vent(damper) between the freezer and fridge. The fan in the freezer blows air through it. Make sure this fan is running. You may have to hold the door switch in for it to run. There is a flap you adjust with the fridge temp. control. Make sure it's opening and closing when you adjust the fridge temp.
The problem could be the electronic control if you have one or the mechanical linkages.

Fridge at the top is not working, freeer at the bottom is working perfectly. Our fridge has stopped working, all lights are on inside. We have turned the power off and then back on again. It is only 4...

All cooling takes place in the freezer (bottom, in your case). Freezer air must be circulated into the fresh food compartment to cool it. There is a fan in the freezer called the evaporator fan, which is supposed to do this job.
1. You have a blockage in the return vent to the freezer. Remove item that is on the floor of the fresh food section and find this return vent (hole or passageway) and prove to yourself that it is clear.
2. Freezer fan is not working. You should hear it when opening the freezer door. Some units shut opff when the door is open, so see if pushing the button that turns off the freezer light does that too. If not working find out why. Fan blade stuck on something? Motor seized? Replace failed motor.
3. Defrost system has failed, allowing ice build-up on the evaporator (behind freezer back wall). Test heater, defrost limiting thermostat, and defrost timer circuit. If a circuit board determines defrost cycle timing, replace it if the def. thermostat and heater are good.

Westinghouse Wse6100WA side by side Fridge-icing up/not cooling

This is a bad design flaw, the fridhe is cooled by fan forced air from the freazer. Two ducts vent into and out of the fridge fron the freezer and ice can block them up (which you can find if you take off all the plastic at the top and back of the fridge).
Hence, when they block up, the frindge does not cool, hence the thermostat tells the fridge to keep running which makes the freezer colder and colder, making the blockage worse.

You need to not only fully defrost the freezer (which can be done quicker by removing the plastic panel in the back of the freezer and using a hairdryer) BUT also fully dry the fridge before turning it back on.
To stop it happening again, avoid puting unvovered liquids or hot items in the fridge. Also avoid leaving the fridge and freezer doors open for long especially in humid conditions. As I said, it's a bad design.
