Then there is an electronic burning smell coming from the motor. I removed the belt. With the belt removed the motor runs with out smell. As soon as the belt is back on the motor will try to turn the empty drum. It turned the drum (in spin cycle) with some burning smell. I added a small loads worth of water, and starting in the spin cycle, the drum spun. However, the motor itself started smoking significantly. Is the motor bad and needing replacement, or is it more likely that there is another issue? Transmission?
If as you put it, the motor smoked significantly then yes the motor is now bad and will have to be replaced. You also need to check the transmission by turning the drive pulley both ways to see if everything is free and turns easily.
Most common issue in these are the drain pump locking up or a sock is stuck in the pump
Could be motor. More likely the brake is stuck.

it not a belt, there is a $20 plastic and rubber coupling between the motor and the transmission that has broken. It needs replacing.
