On the thermostat, the two temp readings are showing two different settings, one is the setting temp that you are selecting, and the other is the room temp.
The AC Is coming on every few minutes but both Numbers are 78 all the time. It Seems the room temp would need to increase before AC kicked on. Why cool IF its already 78?
Depending on the temp differential setting on the thermostat, it is possible for the AC to cycle. Does it do the same thing if you have it set at a different temp? Keep in mind, it is not unusual for the temp in a structure to take many hours to settle to a constant temp.
Is the system causing problems? Or are you just concerned about the numbers?

Is the air coming out of the vents cool? There should be roughtly a 20 degree difference between the air going into the return air vent and the air coming out of the supply vents. If this is close, then it could be a thermostat issue, but check your air filter, make sure that the return air vent is not blocked, and all supply vents are open. If you had to fix any of the above, the indoor coil might be iced up and if that is the case the air flow will be greatly reduced.
Turn off the A/C and let it set for a 24 hour period, or turn it to off and then leave the fan only on, overnight. Then try again, if it's iced again then you will problably need a tech to look at it,
But to me it sounds like an A/C issue.

What is the model number of the thermostat? What may be happening is the humidity control is trying to satisfy the humidity setting by running the a/c. In the installers set-up, there should be a setting to determine how long the system should run to satisfy humidity setting. I typically set thermostats for a 3 degree droop. Meaning it'll only drop 3 degrees below set temp. Also check your humidity setting to be sure it's not set too low. It should be set between 45% and 50%.
