My rotary hoe has a steel rod that you can adjust for the depth and if that rod is set too far in the ground it will just sit and spin. my rod has holes in it and you set it with a pin that makes it less deeper if you want.

As far as any engine manuals. The engine type model and series are stamped into the air shroud not far from the spark plug wire. http://www.briggsandstratton.com Type in your engine model type series and you can download you parts and engine manual.
