If the outer tub does not chill down, then the refrigeration is gone. CHECK that the airflow from the vents is active and free of obstruction.
If the tub starts to chill but the product tub doesn't get cold enough, you may have forgotten to put the Gin or suitable alcohol transfer medium in the outer tub.

It's down near the bottom of that page, but it's called "Simac Il Gelataio Junior Ice Cream Maker Instruction Manual". It's not entirely helpful, but it's the same manual that came with my Lello 4070.
