It would help knowing what you are working on, motor type, boat model, etc.... I suspect you have an inboard engine and there are flappers to protect the intake while sitting at a dock. When running there are small props to push the water through the engine to keep it cooled and one of the flappers has come loose. But that's just my guess based on the info provided.
Most likely it's either out of fuel or you have a plugged fuel line. If it's a gasoline generator used on a boat, I would check for water in the fuel line (water in the fuel line will cause the engine to begin sputtering and then stop altogether.

now some of the services they preform are , drain and flush out all the black and grey water tanks/lines , flush and refill with foodsafe antifreeze the fresh water tanks , using this same liquid purge all the piping to all the water fixtures including toilets , add a rubber protectant to the tires (if has any) regrease and ck all wheel bearings / and wheel brakes if it has any , disconnect and seal all gas pipes from fuel tanks , boats need to have there oil changed and there engines anti freeze topped off , rv's /boats need to have there generators oil changed and there antifreeze topped off/replaced , all food needs to be removed from storage bays (even under seats) and last but not least a seal of some kind needs to be applied to entire outside to prevent animal/pest /water/ice intrusion we use polyester plastic as it can be heat shrinked to fit tight
Sounds like a problem with the water pump. When is the last time it was changed. Make sure there is no blockage on the water intake. Also make sure the water outlet is not blocked. I have seen mud daubers build a nest inside the water outlet.
Put 1 liter of ATF in your engine oil. This will clean out your lifters.
Check that no water is coming back. Your engine block can be frozen on the inside.
If there is an engine oil cooler installed he can leak too.
Sounds like the water pump impeller needs changed. How is the stream of water coming out of the weep hole? It should be a good strong flow and only warm not hot. Ther could be debris logged in the intake at the bottom of your motor so check and make sure it is clean and clear. Be very careful of using the motor till this is remidied or you will ruin the power head on the motor. Try flushing the motor out withy a garden hose and intake boot that you cover the intake with and it hooks to the hose, use lots of clean water and watch the discharge fromt he weep hole. Hopefully you just had dirt or mud in the intake and you can flush it out, if not then replace the water pump impeller, I use the 5 blade type vs the 3 blade type for better water flow.
the gauge consists of three components. (1) the gauge (2) the harness(3) sender or transducer. before you start the first thing to do is find out if you have a transducer or a sender. it will be located on the transom or maybe on the lower unit. the best way to find out, if you don't know, which component you have or what it looks like. is to follow the wire harness from the helm through the boat back to the transom. depending on your boat the harness for the gauge will be easy to track through the boat or almost impossible. A transducer is a component that has a wheel that spins through the water. A sender is basically a water scoop. If you have discovered you have a transducer. the only test for the transducer is to see if you have a good connection to the gauge. if the wire is unbroken and have a good connection the next step is to replace it. why, the gauge is reading everything else but the transducer. take the old traducer with the model and serial numbers to your local dealer and have it matched. If you have a water scoop sender then all you need to do is make sure it is delivering water to the gauge. replace the scoop if broken. check the tube to make sure its not stopped up or have a hole. a quick way to test is with compressed air. warning use low pressure don't blow the gauge.
