Your missing the clip that holds the nut... there is a keyway under the blade housing that will strip if there is an issue... don't want that girl flying off during mowing. There may be a small cotter pin that goes through the bolt or a cup edge that protects the bolt from coming loose when it contacts grass.
It's a reverse caution switch so you don't back over someone with the blades running. You can google what it does and where it is.

Disassemble carburetor and spray with carb. cleaner. Use a Den Tek Brush,
(http://www.drugstore.com/products/prod.asp?pid=165357&catid=1152), to clean the small portals in carb. Make sure that the small screen is free of debris. Reassemble and start.
If this doesn't work, then you will need to buy a carb. kit and replace all the appropriate parts.

If you hear the PTO click when you turn the ignition on, sounds like the PTO button is pulled out like you were engaging the blades. The engine will not start if the PTO button is pulled out....

The PTO switch contacts to operate the clutch that starts the blades is defective. I have replaced mine and the new one just failed again. Sears must know this is a defect problem but so far they are quiet about the problem

Wow I was answering a question in another form and it posted here... too many windows open... your issue isn't an issue it's a safety feature as most accidents happen when in reverse.
