It sounds like the bike you bought was too big for you. Your only option here is to replace the seatpost with one that does not have this feature. You can pick up a seatpost at a bicycle shop and they should install it for you, too, if they are a good shop.

The part where can hold the seat on bike is missing where I got this from someone.

Take it to where you bought it, if it was a bike shop they can show you how to do it. You want to make sure it is done right because that is a live person you are putting in it and why risk their life. Just like a car seat-make sure it is installed the correct way and the child wears a helmet, along with yourself. Remember, if you fall and hit your head who is going to take care of your baby? Do not put a child over 40 lbs in a baby seat.

Why do you need the manual? It is more than likely a coaster brake bike, and a users manual is not going to answer any technical stuff anyway. If, you are concerned with the safety of it, go to a Schwinn bicycle dealer and have them check it out. Tire pressure is on the sidewall of the tire.
