The front hitch rods are used to raise or lower the deck from front to back. If the adjustment isn't working, look for something that's obstructing movement.
check your gear ratio ie chain and sprokets if thay are to high of a ratio this will happen . as these bikes dont start to make power untill thay rev up hight . thay are tuned for top end revs and speed
The needle jumoing to 7,000 on the RPM dial means that the EXUP valve is stuck. This is a common problem with Fazer 1000's. Although Yamaha don't recommend any maintenence I strip and clean mine regularly to stop it from sticking. According to Yamaha - a sticking valve is not a serious problem and the bike can be ridden until you get time to fix it.
