If engine is turned on then turned off, power steering fluid in reservoir is empty. WHile engine is on, theres a whirring kind of noise.

The best bet is its trans oil. The gearbox has crushable washers/gaskets, the bolts may just need to be tightened slightly to crush the gasket and seal.

Make sure you check your power steering fluid... if it's even low, it will make a terrible noise...run it on empty too long and your can ruin your power steering pump.

Look underneath the car up at the driver's side of the car above your tie rods (or look at it from above). It is mounted to your steering gear.
