I think, it depends on your destination and airlines. But of course, there are common rules. Unfortunately, I can't give you a direct answer on your question, but I can recommend to check a list of the helpful travel sites on https://travelsites.com/helpful-travel-sites. I always find all necessary information about air traveling there.

Is first bag free

To both questions, "It depends on the airline."

While there are standard baggage sizes across some of the major carriers, it is prudent to check the airline you will be traveling upon regarding luggage fees, size allowances, and just what can be carried on and what must be checked. Plus, you have to know what you may carry in carryon luggage, what you can not take, and what can not be carried in checkin luggage. And weight is a factor as well.

go to the particular airline website or what ever mode of travel you are thinking of using and check their luggage terms. Or contact the service number on their web site and ask them as this forum is not in the business of travel.

Do I need to buy a luggage scales? My luggage overweight frequently.

It is often you may carry a lot of things in your luggage and thus when you are checking in at the airport, you have to weigh your luggage. If the luggage is overweight then one has to pay some extra money for it. So it is advisable that you would better buy luggage scales and weigh your baggage before going to the airport. This can help people save a lot of money and also help you in carrying the baggage easily.

In Europe and other countries the voltages are higher and you'll need an adapter to plug your charger into.
You can usually find them sold at department stores near or in the luggage section.
