As soon as I want to watch something on the cable box, Netflix or even Apple box I get the snowy picture but I can hear clearly the channel I am trying to access. Backlights work fine. I even measured the power output board I get 13 Volts DC.
Sounds like a bad timing control board...Tcon...that generally causes picture issues when there is sound.

No...only thing you can do is replace it, one other thing you could try first is to clean the contacts on the connectors going in and out of it but that seldom helps
If you order one dont go by the model of the set, you need to get the part number off the board as they use several different boards in the same model set...good luck

Your tuner settings must be set on broadcast instead of cable. Below channel 13, they use the same frequencies so it doesn't matter. Find the tuner settings page in the menus and change the cable/air setting.

Change setting in menu to cable from tv or antenna. May be in channel setup menu.

hit vol down on the tv and hold then with your universal remote puse 1. This will set the tv back to factory defaults and give u acess to all cable channels.

It sounds like your grandson found the "monochrome" setting in the menu on your remote. It may be in the "picture settings", "set-up" or "advanced" setting.

The set needs to be switched from antenna to cable in the setup menu. It is capable of either antenna reception or cable reception. Ch 2-14 are the same frequency for antenna and cable but above 14 they are different. That is why the picture is stoping at 14. After you switch it to cable auto program again.
