Your problem rely on the initial settings, your voltage is too high or your wire feed speed it's too slow. Compensate both, or just decrease you voltage.

Hi:
By the description sounds like the trigger itself is the problem, have you try to bypass (bridge) the connection (disconnect the gun's plug from the machine and use a clip to bypass it at the machine's end) and see if the problem persists?
If the problem continues, then the problem would be the heat sensor.

SOURCE: New welder, only fed wire a couple times now it wont work

wire cannot be rusty as this rust comes off and jams the wire in the tip as well

Millermatic 211 when its plugged into 110 it welds fine but when i plug it into 220 the fan kicks on like normal but i get nothing on the gun and no wire feed shop said board miller says its a relay.

This machine is an auto adjust for different voltages.

The front end of the circuity is a PMPS or pulse mode power supply. No matter the input, the output is the same.
Most all small appliances today are built around this technology. I bet a small IC on the circuit board has gone bad. A good electronics repair man could fix this or you can get the board from Miller.

I have power to the gas solenoid on my millermatic 211. however no gas to the tip. tank 3/4 full. have gas to flare fitting that attaches to unit. do you think bad solenoid?

Guessing you measured the power at the solenoid and therefore you have a voltmeter.
Disconnected the solenoid wiring and measure the Ohms across the coil of the solenoid.
You should read some relatively low resistance 200, 500, 5000.
Not meg-ohms.

New welder, only fed wire a couple times now it wont work

the noise you hear is the relay for the wire feed,it means that your tension on the wire needs to be set,tighten it if it is too loose and loosen it if the roller on the feed is moving but the wire is not,also,make sure the wire moves easily in the handle,always keep your cords straight so they dont bind.

Our MillerMatic 175 wire feed cannot be adjusted down enough. The rheostat seems to function, but even the lowest setting is now way too fast.

Your Millermatic 175 has syncronize wire speed-voltage feature in order to reduce the wire speed first reduce your heat (voltage). Try again.

What mig welder would you I buy to restore a old car.

I always tell my customers that the best machine for a body shop is a millermatic 212 if you have 220V available if not, go to a Millermatic 211 this is one is a dual voltage unit 110V/220V. if you can afford it buy a spool gun SG100 for all aluminum parts, the machine will cost you 999.00 and the spool gun 215.00. Best investment ever for your shop.
