There you will see the Contact Us link near the top right of the page. Click or tap on that link.

It will bring you to a page with a form to complete to send an email.

If you have a complaint, in the left side bar of the Contact Us page, you will see a link: Lodge the Complaint Online. Click or tap that link.

If you have not already registered, you will have to do that first before reporting your complaint. Follow the on-screen instructions from there.

the ombudsman only handles problems that are stale mated between the supplier and consumer
You would be better off making the complaint directly to the local police and if not satisfied with their response contact their senior officer and go all the way to the top person
only then can the ombudsman become involved and it is not that your husbands life is threatened but because the officers will not do anything

contact the company direct and go to the service complaints department or customer relations department
If you get the run around then contact the ombudsman in your state and make a formal complaint about the company
