There is power And starter is engaging
Does it turn over if you jump it?
If the engine isn't turning over, how can you be sure the starter is engaging? If you're just hearing a click, the starter solenoid is probably working, but may not be completing the circuit through the electrical contacts in the solenoid which activate the starter.
If the starter is actually engaging, and if the battery has proper power, but the engine is not turning over, you have a locked up engine - mechanical issues (or hydraulic lock if there is fluid in one or more combustion chamber). Try turning the engine with a socket and breaker bar on the front crankshaft pulley.

There is a service bulletin that I believe might take care of your problem. The bulletin number is 08-01-00 revision A.the problem is the starter relay fuse being blown.Check the fuse in the power distribution center. It is fuse D.If it is blown then you will have to replace the fuse and install the relay harness.Part number is 05019015AA.This is a Dodge part number and you will have to get it from the dealership.Hope this helps.Good luck.

are you sure you got the wires back on tight? Also it sounds like the bendex is not kicking out like it is supose to.....Did you change the starter cylenoied?
even some new starters are bad, it doesent happen much but it does happen. You might even take the starter back out and run Jumper cables to the starter. See if the bendex will kick out and stay out untial you diconect the starter......Sorry for your run of bad luck and I hope this is of some help.
SOURCE: won't start
If you have a spare key try that, if you have a security light on and flashing in the dash you have a fault with the anti theft system and that must be repaired to get the system working again.
