checking all the signs top to bottom on this list should resolve the issue. also take note you posted this in video games and not gardening.

Try some seven dust. It comes in an easy to use spray now as well. Bugs are ******* them, but give it a try. Keep pulling off the dead and you may have to prune it back to let it regrow new branches.

Can I use Natural Guard(Neem) on my Hibiscus tree. The buds are falling off before they open? The information sheet says do not use on Hibiscus flowers.

The Neem may have that warning because it will burn (or heat up the plant so it burns) Usually the buds falling off before opening is from bugs like thrips. Can you see actual insects themselves and have you tried anything else like insecticidal soap if you are trying to find a natural method or pest control.
