If it was working before, there is no need to worry about the firing order as that never changes. Things to look at;
Clean and correctly gapped spark plugs,
Clean gas,
Fuel filter?
and a clean carburetor, float bowl and jets.

This is a new reprint of John Deere Service Manual SM2041 for the John Deere 3000 Series Tractors shown above. It is dated June 1961. Includes 3010 & 3020.
It is almost like a 4620 powershift farm tractor trans. When reverse goes clutch packs are shot. Sorry about that. Be sure the shift linkage is moving full range top to bottom.
I'm assuming the motor will crank over, but not start. Remove the air intake cover & filter off the carburetor air intake. Do you smell gas? Is gas dripping out of the carburetor? If not, spray a couple shots of starting fluid or carburetor cleaner into the carburetor air intake throat. Close the choke & crank the engine. If it starts, & stalls, repeat the process. If it won't stay running, your carburetor float jet is gummed up & needs to be cleaned. Check & clean the spark plug. Does the spark plug fire when the engine is cranked? If no, then you have an ignition problem.

There are usually a lot of different numbers on a tractor. The engine, front axle, and cab may all have their own serial numbers. Various components may have parts or casting numbers. Make sure you have actually found the tractor serial number, and not one of these other numbers."
First off, Mowerman's response was incorrect about the age of a JD 317. They were made from 1979 to 1982.
You can only get manuals either through here: http://techpubs.deere.com/deere/Default.aspx or from a dealer. They're expensive. You can find them on ebay and also here: http://www.ssbtractor.com/tractor_manual_display.cgi?m=John%20Deere&o=317%20Hydrostatic but I haven't used that site.
