Press the and hold the home button then close all open apps

i would think the camera itself has gone if the cam don't send a picture the software would think that it's being used by another software or app. sometimes it can be that the last time you used the cam it did not shut it down properly. if you can i would try a full factory reset but check that your number etc are safe right them down etc so you don't lose them. its really the only thing you can do as the software for the camera is pre installed to the phone.

Well there are many different flashlight apps that can be downloaded. What is true for all of them, is that if you have a camera with a flash, the flashlight for the camera will be used as a flashlight for the app. if you do not have a camera with a flash, the front screen will be used as a flashlight.

Also , with it on and on home screen take out the battery and the sim card , wait 15 minutes , reinstall the sim and battery and start the phone , then go to the settings>apps>camera and force close it and delete all data , restrict the bcground data and turn off all permissions , now the camera app is in new mode...
Exit settings and disable the Google photos built in app ,
Now try your camera...

In my case was just an app. "Lantern" - flashlight using LED...after uninstal that "s*tty" app the camera was OK again.

Do you have a flash lite app running? What IOS are you using? If it is OS7, swipe up from the bottom of the home screen and look at the flashlight icon. If it is on, click it off and that should solve the issue. If that doesn't work, double tap the home button and bring up a list of running apps. Close all of the running apps or look for a 3rd party flashlight app and just close that one. If the problem is still happening after that, hold down the Power button and the Home Button at the same time until the iPhone turns off and reboot the phone. If that still doesn't work, connect the phone to itunes, back up the phone and do a full restore.

Tap the lightning bolt in the upper left of the screen and make sure the flash is On. Try to restart your iPhone (press and hold the Home and Power/Sleep buttons). Turn on the Flashlight from the Control Center. If it works well, your camera flash is also ok.
