The DC47-00016C thermostat has stopped working. I bought a DC47-00016C part, but it was delivered the DC47-00016B. Can I put a DC47-00016B in place of the DC47-00016C? (in Samsung WD0754W8EXSA)

This is a thermal cut-out device, rather than a thermostat. A thermostat regulates temperature while a TCO is an emergency cut-out, similar to a fuse but activating at high temperature. Specifications are as follows:

Samsung DC47-00016C THERMOSTAT, 125/250V,16A,-35,125+-5.0

Samsung DC47-00016B THERMOSTAT, 125/250V,25A,-35,125+-5.0

So from the data, your part DC47-00016C is rated at 16A max current while the DC47-00016B is 25A. It is therefore acceptable to use the DC47-00016B with a higher current rating.

The Thermal cut-out device is rated at 125+/- 5.0, so will activate at temperatures from 120 Celsius. You should investigate why the TCO activated otherwise you could have the replacement do the same thing.

Where is the thermostat on 2002 mini locted. blocked need changing.

the thermostat is located in the cylinder head and is retained by a plastic housing (aluminum on COOPER S). the thermostat begins to open at 89-92°C and is fully open at 103°C.
the MINI COOPER thermostat housing also incorporates the cooling system pressure cap (MINI COOPER S system pressure cap is installed on the expansion tank).
