Assuming the restart option isn't available after pressing and holding the start button for a few seconds; you can let the battery drain ... but it may take a few hours. (Adapter must be unplugged). Then connect the adapter and restart. Another way is to remove the battery.
After the tab restarts check if system updates are taken care of. If the problem happens because of a particular app consider to uninstall that app.
The only thing I can suggest is to disconnect everything and remove the battery for a few minutes. Then, reinstall the battery, connect your cables and reboot, in the hope that everything will reset itself.
