You need to connect the iPad with an USB-cable to a computer and open iTunes software. there you will see your iPad showing up and you can do a restore: Restore iPad to new factory condition
I don't know the hard reset procedure for this so I can't help you there. I would suggest taking the battery out for a minute or so and then put it back in. That will most likely work and probably be what you need to do as well anyways.
You can try doing a hard reset by holding the power button and the home button down simultanously until the device completely shuts off and the Apple logo appears.
If the iPad has frozen on a screen press and hold both the lock and home buttons for about 30 seconds. This will hard reset the iPad and it should then boot normally.
