SOURCE: losing coldness in freezer and
Condenser is in need of being cleaned badly or your fan motor to cool the condenser is not operating. Compressor is overheating. Removed the panel in back of the refrigerator and clean the condenser so air can freely pass over it for heat removal. Allow compressor to cool off before restarting it.
SOURCE: Bottom of freezer/fridge only getting cold.
Thre is a fan inside the freezer which circulates the cold air around both the fridge and the freezer compartments.
You should be able to feel cold air blowing around the inside, particularly at the top of the freezer.
If the defrost thermostat fails open, the internal fan (depending on freezer) will stop and this can be the cause of the freezer being warm at the top and no ice.
You say the bottom of the freezer is blowing cold, but are you sure its blowing, as it can feel like a cold blow. Of course the fan could have failed or may be the defrost heater itself.

Hwne you had moved the fridge it is quite possible that there could have been a damge to the compressor or the piping resulting in the gas leaking off. This must be confirmed , if so refill gas properly with the help of a technician. Next solution also could be if the fridge had been been transported upside down or side ways. If so the oil inthe compressor would have gone into the system and choked it. For a trial put off the fridge for about 24 hours so that all the oil drains back to base. then test it to check if the cooling comes back. Since I presume prior to your moving the fridge was working fine, the areas of fault could be these two factors. I hope you can check this up and decide . Many times a freezer and/or refrigerator
do not work right because of a dirty condenser coil...there are also many other
