check that there is not a system that when in neutral , the park brake is not engaged

On John Deere, would have to see the size. Sometimes cheaper to buy whole wheel, rim and all. But they can be fixed easy. If it's a nail,plug it, or a tube if the seems leak.

i guess the wheels are stuck you will damage the wheels and axle trying to get them off just pop the beads and change it right on the mower

Hi, most likely the brakes are hanging up. Follow the brake pedal path to the rear of the mower, it is attached to a small arm on the side of the diff that is probably locked forward. This lever and the pins behind it need to be freed up so the lever operates forward and backward freely when the brakes are applied and released. Hope this helps, regards Phil.
