This could be a bad temp sensor or lack of proper air flow. Make sure the evap fan runs when it's supposed to be running. Also make sure the evap is not freezing up. all these items can cause what you are describing.

RB195acwp/xaa bottom freezer The freezer never stops cooling. I put a thermometer in the freezer and it bottomed out at -20 but the display said it was -2. The fridge works fine and cuts of at 36.

The freezer temp can be controlled with air supply setting, the box would have two compressors in order to get control temp different, in a regular refrigerator is not possible only some commercial boxes have two different condenser units, if the box is shutting down or maintaining 36 the system is ok., compressor stop at 36 in the fridge, -20 in the freezer section is the best.

I have a turbo air freezer it will turn on an hit temp then turn off after that the compressor will turn on and off for only for a few seconds. If I unplug it and leave it set awhile it will run.

Thermostat. An incorrectly adjusted thermostat can cause the freezer's compressor to start and kick off. ... The inside temperature of the freezer determines when the thermostat sends the signal to power the compressor. Set the thermostat to a lower setting to see if the compressor starts and then stays on.

Turbo air freezer m3 f72 cools ok but will not stop cooling set to highest temperature , shows 10 deg F and keeps cooling

If it is a freezer, it should reach at least 0 degrees before turning off. I sounds like a thermostat issue. I would look at that first since it is set on it's highest setting and not shutting down.
