Is it a PS4? Have you tried to boot it into safe mode? You can boot the Ps4 into safe mode by holding the power button for 8 seconds.
If you can give me a little more info... is the light on the console slowly blinking?

This is likely the power unit. PCs will do this when hardware is fried from overheating, but consoles tend to at least power up and give a light-coded error.
That being said, I have seen reports regarding the PS4's graphics processor (GPU) causing this issue as well. I would head over to the PlayStation site and start troubleshooting.
If it is the GPU then the system will need to be reflowed. Hop on your local Craigslist site to find someone that does electronics repair (or a like classified ads site if that is not available where you are). In my area there are a couple of people that will do the work for parts and a blanket cost of around $40. They don't charge by the hour. Their isn't much cost involved for parts here. A regular repair person will have the solder balls & a stencil on hand for the job.
I apologize that this is only suggestions and not answers (which is why I am only commenting). Unfortunately your issue needs to be evaluated by a repair shop unless you are comfortable cracking open the console and testing the equipment. I fear that even the troubleshooting tools at the PlayStation site may fall short as most rely on error codes or light codes.

PS: Reflows are often needed for parts that have overheated. If you do not do so already, keep the console in a well ventilated area. Do not stack it on top of other electronics or items that produce heat. Use a vacuum to suck out dust at least once a month (more if your environment gathers dust quickly). Avoid using canned/compressed air as is often forces dust to lodge in areas. This will create even more heat where the dust gets stuck. Personally, I think canned air is one of the worst products you can use on PC or console internals... use it on your keyboard or the like, but avoid using it for inside the system.
