remove pull cover and check spool if sitting flush ,not broken chipped or cracked ,rope not frayed or jammed,turn spool to retract the rope if no resistance spring either broke or popped out of retainer and further disassembly required caution when doing so spring can still have tension the following link shows different type of pull start problems and repairs

check for loose plug
if 2 stroke the rings may be stuck/broken
the sump seals at either end of the crankshaft are faulty
if 4 stroke the valve/ s burnt or stuck open

Take it off and you will see a pawn(s) that stick out and engages the flywheel when the rope is pulled. You will also see why that is not happening. Stuck ,broken or stripped pawn maybe.

Sounds like the starter dogs are broken. They are little plastic teeth that engage to turn the engine when you pull the cord. You'll need to replace the whole starter assembly to fix this.

Most likely you have a broken return spring.whitch will involve removing the blower cover and putting in a new spring,and then reloading the tensionon it.there is trick to that but its hard to explain....you have to tuirn the rope holder the oppisite direction you want it to pull the rope in ,then you feed in the rope while holding the spring loaded then tie the string in and let go...Normally 4-5 rounds will do for a good recoil..Hope it helps

Sounds like the rings are gone. Either that or the connecting rod has broken. Probably the rings. You can get a replacement part from a local small engine shop. Good luck...Lee

Good luck on finding a manual. You can get the exploded parts drawing off of the sears parts website! I have a 32cc model 358.791580 and the pull rope broke. The pull rope assembly is located inside of the motor housing. I am having trouble removing the clutch assembly since there is no key way or screw holding it to the shaft. Does anyone know if it is threaded on?

remove spark plug for inspection
1) silver or aluminum color
STOP the piston is seezed. TOO costly to repair

2) plug dark brown or black (pretty much normal)
remove recoil housing for tangled rope or broken rope rotor
