Chuck it away, and buy a Pentax. I've had nothing but problems with my A350. Appalling piece of kit where batteries can go 2minutes after replacing them. Disgraceful shoddy kit.
SOURCE: Flash works but timing is off
If your camera is set properly there seems to be bad connection between shutter and the flash and you will have to send it in. I would though look again at the way your camera is set up for flash fotography.
SOURCE: Flash doesn't work
You may have selected "Flash output" - look that up in the camera settings. In M mode, go to the menu, go to [flash +/-] icon, adjust flash with left and right arrows and press FUNC. You can take test photos while adjusting with the arrows.
Also, the effect of the flash quickly diminishes with distance so if your objects are distant the built in flash is too weak to light them, but the camera has no way of knowing this. In contrary, when not using the flash, your camera adjusts its exposure to the amount of light available (hold the camera steady!)

Try a camera reset. Go into the setup menu and scroll to "reset" and follow the on-screen instructions.

Replacing the flashtube is not something you can do. It requires complete disassembly of the camera and delicate soldering skills. It must be sent to an authorized Kodak repair facility. It will cost a lot.
