I'd say maybe the switchs is broken and your machine reminds me of a lexmark fault. Look for the cover switch, under lid on base, at rear, small hole, find the switch that get's activated when openning and closing the top, maybe it is missing, or broken.
link to lexmark fault, that I think you will find your answer.

track down the twain driver for that scanner.. thats the box that opens when you scan... google for the company, download the driver.. re-install tadahh.
Still no luck? manually remove the old one.. use search to finfd the twain folder in your windows system (prob twain32) then re-install.
Still no luck? Scanner has died.

I had the same issue, turning off didn't solve it.
There's a plastic flap the width of the print tray just inside that I flipped up and it solved this problem. It is directly in front of the ink tanks. I'm assuming we flipped it down and forgot about it. It seems it needs to stay up, although you wouldn't notice it when it flips down when you close the top, as it closes just fine with it down. It's easy to overlook. This took me a few hours to realize.
The top of the flap has a half circle cut out of it in the middle.

Had the same problem myself but discovered that I had previously moved the inside flap down when I put the ink in. I moved this back into position and bingo! (If you make sure all the covers are closed then look into the printer where the paper exits you will see the flap that moves up and down, this must be in the up position)
