If the bowl is warm and the outside bottom is damp when it is placed back on the base, a seal can be formed and a vacuum will be created under the bowl as it cools. You'd think it had been glued down. Try putting some medium hot water in the bowl, and spray some warm soapy water around the base. Odds are it will release quite quickly.
I've not seen a bowl stuck on one of those unless the chopping blade is jammed on the shaft and preventing the bowl lifting up. Or is the chef bowl a smaller bowl that fits inside the main bowl?
