Either a very poor quality replacement cable or there is something binding causing you to out too much stress on the cable. The pto should be relatively easy to engage if bit there us a problem with it.
Id say that even though you say the operator seat switch "looks" ok the symptom you describe is a perfect match to a defective seat switch and or wiring
how about a model number. helps up see what kind of PTO engagement system you have... but if it's the upside down J you have to points. one on the deck and one under the dash. find both of those and you should be able to see what to do next
Sounds like a safety switch. Just as there is a safety switch under the seat that shuts mower off if you get off seat while engine is running, theres also safety switches for, pto, drive, reverse, etc. I would get a multimeter and look for switches under chassis and test with meter for continuity.
I have that problem also.. yet my cable is stretched and came undone, so Im looking for one to replace that old one.... the reason the blades still spin is because of the stretched cable, replace it and the blades will do correctly..mine has actually unwravled, about to break so it easliy slipped out if the hole it sticks in.on the lever bottom not the deck, thats usally where the wearing begins..because of working the pto lever so much..I actually, until I can buy noher, tooka light cage wire and wrapped around the area broken, unwravled. and retied the other end around the area where the lever hole is.. it actually tightend it up , now my blade runs correct..long story ha..but u need a cable...thats it. cost 10 bucks..aprox..
