How do i type roman numbers on a computer?

I think you are talking about bullet points, right? You have to start a list and right click on the number. Then go to Bullets and Numbering and select the type of Roman numerals you like (lower or upper case).

? Key keeps changing function

The question mark key (?) normally doesn't change function, unless you've loaded foreign language support and changed the keyboard layout setting in your operating system. If you're in the U.S. and using U.S.-English applications, you should specify that you're using a U.S. 102 or 104-key layout, or whatever your keyboard actually is, and make sure that you're not inadvertently running a keyboard support driver for a non-Roman character set.
