HERE ARE HOW IT'S MADE IN GENERAL.
I am assuming you are trying to power up an installed motherboard, based on the category selection. You say that you have power connected. That means that you have connected the 20 (24) pin main connector and the 4 or 8 pin CPU power connector to the motherboard. Have you connected the front panels controls to the motherboard header? There are connections for the power switch, power LED, HDD LED, reset switch (optional). They must be connected in order for the motherboard to start. THe HDD and Power LED connections are polarity-based, so if you hook them upo backwards, their respective LED will not light. The HDD LED plug is usually red and white with the red being on the positive (+) terminal. The Power LED plug is usually green and white with the green wire going to the positive terminal. The power switch and reset switch wires can be connected either way as they are not polarized.

There should be a Front panel block on the motherboard
you should connect to it like this

you will see underneath the panel pins, where they are supposed to go, there will be +HD Led-, in this case it is positive to the left and negative to the right, work out which wire is your positive, usually red.
When you power up check that the Power Light is on and HDD light is flashing, if they arent take the connector out and turn it around.
